Brecca R. Carter is a dynamic professional with an extensive background in airport operations, government affairs, and community development.
As Vice President of Airport & Government Affairs at Axiom, she brings a wealth of experience in navigating complex airport projects, legislative processes, and strategic partnerships to enhance airport and community operations. As the company’s licensed travel agent, Brecca also leads our leisure travel division while curating once-in-a-lifetime travel experiences. In addition to her professional achievements, Brecca is a private pilot with a deep personal passion for aviation.
Before joining Axiom, Brecca held the pivotal role of Director of Airport & Governmental Affairs for the City of College Park, GA, where she maintained strong working relationships with the FAA, GSA, Hartsfield-Jackson Atlanta International Airport (HJAIA), and various government entities. Her responsibilities included advocating for noise mitigation and environmental sustainability, advancing the City’s legislative agenda, and partnering with HJAIA's ATL Next Airport Development to participate in long-term master planning.
In her previous role as Director of Community Development for the City of Stockbridge, Brecca managed critical aspects such as planning, zoning, land development, and code enforcement. She was instrumental in advising policy makers on socio-economic planning issues, recommending zoning ordinance amendments, and improving city codes for sustainable practices. Additionally, she provided oversight of major planning projects and collaborated with regional authorities on high-profile initiatives.
Brecca’s expertise also extends to her time with Clayton County's Department of Community Development, where she served as Assistant Director. She managed large teams and oversaw permits, zoning, GIS, and business licensing processes. Her role included working closely with developers and the business community, setting service delivery expectations, and managing comprehensive land use plans to guide future growth and development.
Earlier in her career, Brecca contributed significantly to the City of Morrow's planning and economic development initiatives, holding roles as Director of Community Development and Senior Planner. She was involved in zoning, planning, economic development, and ordinance management, promoting public awareness and facilitating best practices for city operations.
